The Summer Rail Garden.

A station-side reminder that ‘extreme’ weather doesn’t need to feel extreme to break the railway.

Network Rail keeps the country moving on 20,000 miles of track — and every summer, weather most of us would call ‘nice’ starts causing problems on the line. As the new agency on the Network Rail framework, Stratos was asked to help the comms and PR team get that message out, and to build a bit of trust while they were at it.

The challenge

The comms team had a counter-intuitive truth to communicate: 20–30°C is extreme as far as steel rails and overhead lines are concerned, even if it isn’t extreme to anyone sitting on a train wishing the windows opened wider. That gap — between what passengers feel and what the railway feels — is where summer disruption gets misunderstood.

The brief was to close it. Highlight the risks, yes, but also show the mitigation work already happening behind the scenes. Less ‘sorry your train is delayed’, more ‘here’s everything we’re doing so it isn’t’.

The solution

Chelsea Flower Show was a few weeks away, and climate was having its moment in horticulture. So we built a rail garden of our own at London Victoria — the closest mainline station to Chelsea, and one of the busiest commuter gateways in the country.

The installation was made entirely from reclaimed sleepers, track and concrete blocks pulled from Network Rail’s own recycling centre. Every element told two stories: the risk on one side, the mitigation on the other. Buckled rails and the engineering that prevents them. Overheated overhead lines and the cooling work that protects them. Passengers walked past on their way to platforms and got a working answer to a question they’d never thought to ask.

The campaign opened with an organic ‘hot or not’ social poll on the key risk factors, with the same themes carried through to interpretive boards on the installation itself. Influencer and media outreach amplified the message beyond the station — turning a Victoria footfall moment into a national conversation.

From first creative concept to opening day was a matter of weeks. Comms, client services and our production partners worked alongside the recycling centre to make the timing happen.
